[Rpm-announce] RPM 4.10.0 alpha released

It's that time again, just a bit later than originally planned.
A new major release is coming up and while this could be considered a 
rather boring release in terms of new features, there's been quite an 
amount of internal churn so beginning at alpha, just in case. Unless 
something totally unexpected happens I'm expecting this to hit final 
within couple of months, ie it shouldn't be required to sit in the 
stabilization chamber for very long.

There's not a whole lot in the way of directly user-visible changes, the 
biggest one being erasure progress on upgrade (and erase if enabled). 
The other bigger changes are under the hood mostly, such as
- automatic reloading of selinux contexts when policy changes
   while inside transaction
- file dependencies are more closely tied to physically present files
- optimizations to header import (aka load), both from package files
   and rpmdb
- improved robustness on invalid data and various other error
   situations overall
