Whats wrong seems obvious to me, and I could be wrong, but I can't tell how
to fix it.  It can't find libtool in the "chrooted" build environment.

Which upstream location did you get the spec from?  Fedora's seems to have
the same build/install setup as what you showed, but is on version 6b-46
now.  I just pulled it down and rebuilt it with no problems.  Maybe give
that a shot?
