The nss headers are at the good place:
$ find /usr/include/ -name "nss.h"
/usr/include/nss/nss.h
/usr/include/icecat-13.0.1/nss.h
/usr/include/nss.h

I installed myself this nss version (nss-3.13.6) from the source code.
So, the path is correct.

In fact, I found why it doesn't find them.
If I read the config.log file I got this:
conftest.c:72:17: fatal error: /usr/include/nss/nss.h: Permission denied
conftest.c:39:17: fatal error: /usr/include/nss/nss.h: Permission denied

So it's just a problem of rights on the files... I will correct this.
