Well, .. objection!

1. librpm.doxy generated docs are supposed to be shipped pre-built

2. it should be --enable/disable-*docs, not --with/without.

I disagree on this patch, because we are shipping pre-built librpm-docs
as part of the tarballs. I.e. unless you build from hg, you should not
be required to have doxygen installed when building rpm from a "make
dist" generated tarball.
