[Rpm-maint] RPM 4.6.0 release candidate 1

Ok folks, it's time for this way way overdue thing...

As you may or may not know, we've been test-driving snapshots of rpm.org 
HEAD in Fedora development repository, including F10 alpha and beta 
releases, since early July in order to shake out any regressions from all 
the rather heavy refactoring and cleanup work that has been done over the 
last year and half. And sure, there were some regressions, that was to be 
expected. Those have been sorted out as they've come up and no new 
regressions have been reported for a while (plenty of ancient bugs have 
been discovered and fixed in the meantime though).

So let me present to you RPM 4.6.0 release candidate 1. The draft release 
notes and download information are available at rpm.org so I'm not 
repeating it here, instead point your browser to:


Nowhere near everything I wanted to see in this release got done. But 
enough is enough, one has to call it a day at some point or we'd be still 
waiting for a new version two years from now. Personally I think the most 
important thing about this release by far is that it marks the beginning 
of new life for RPM development. In other words, the things that didn't 
make it to 4.6.0... there will be new releases, and those releases will 
NOT take YEARS to show up.

Another, somewhat related point worth mentioning here is that RPM finally 
has an independent upstream bug tracking system (Trac) at rpm.org. Please 
use it instead of Red Hat bugzilla for RPM upstream bugreports and RFE's 
from now on.
