[Rpm-maint] [rpm-software-management/rpm] implement rpmbuild --changelog=FILE support (#69)

@proyvind Could the changelog be merged into the spec in an SRPM build or something? Otherwise, there would need to be a way to declare that a particular source in the spec provides the changelog.
