[Rpm-maint] [rpm-software-management/rpm] implement rpmbuild --changelog=FILE support (#69)

@proyvind The most simple case would be for SUSE, who uses `%{name}.changes` for their changelog file name, though it's not currently in the correct form for RPM changelogs (that can easily change, though). But there may be other reasons (such as reusing changelog file or using a generated `chlog` file).
