[Rpm-maint] [rpm-software-management/rpm] kill deprecated 'mkinstalldirs' (#204)

First of all, 'mkinstalldirs' were automatically installed by
'automake --add-missing' in the past, meaning there was never necessary
to include it in the source tree. Since long time ago it's no longer
installed by automake simply because it's deprecated and has no longer
any purpose.
