[Rpm-maint] [rpm-software-management/rpm] Add %mutable and %noupdate update policies (#152) (#200)

Based on a rather quick look: I don't want more DecideFate() clones, I want these brought under the same umbrella, a superset of operations of which one equals %config and allows these new things too, see my comments at https://github.com/rpm-software-management/rpm/issues/152#issuecomment-293532010.

DecideFate() is of course all centered around %config files at the moment because that's all there is right now, and will no doubt require quite a bit of work to generalize. That's the bread and butter of working with rpm.
