[Rpm-maint] [rpm-software-management/rpm] reimplement embedded python interpreter support in a cleaner fashion (#96)

ended up becoming quite a few commits and messing around after all, but I think I'm about where I start feel satisfied with how implemented at least.

So if reviewed again now and found acceptable, I'll clean up the pull request. :)
