[Rpm-maint] [rpm-software-management/rpm] %autosetup -S git fails for empty commit (#239)

When source tar.gz itself contains a git repo with clean working directory, '%autosetup -S git' macro will fail complaining empty commit message. we can add '--allow-empty' to 'git commit' command in %__scm_setup_git macro.
