[Rpm-maint] [rpm-software-management/rpm] Add macros to generate --enable-/disable- arguments (#176)

I'd defer to @pmatilai and @ffesti on this, but from my point of view, I'd just name them something like `cfg_enable`, `cfg_disable`, `cfg_with`, `cfg_without`...
