[Rpm-maint] [rpm-software-management/rpm] Allow armsfp arches on armhfp ones (rhbz#1440974) (#199)

Pushed first patch. The second patch is not really right as under normal circumstances the packages need to be rejected. May be --ignorearch can help with this use case. May be we need some way to overwrite the arch in a chroot by macro. This is a story for another time...
