Fedora is not the world you know, there are quite a few other depsolvers in active use.

As for configurability and all - MESSAGE HEARD LOUD AND CLEAR. But for GOODNESS SAKE, this is a DEVELOPMENT TREE at a beginning of a new 6-12 month cycle. Not everything always lands fully baked and ready.
