[Rpm-maint] [rpm-software-management/rpm] macros: make unversioned python macros not expand to empty (#469)

What I was thinking is just leaving the macro unexpanded if the shell invocation fails for whatever reason. Just wondering if that could actually break some meaningful case as it'd be changing a long-standing behavior.

Technically it should also be considered a macro expansion error, but that probably breaks too much (people expect to parse specs with these constructions inside). Maybe that behavior could be user-controlled with ? and/or ! or such.
