RPM uses POPT functionality in ways that other applications do not for historical reasons.

It has _ALWAYS_ been a crap shoot of which library symbols were loaded with RPM->POPT, either the copy in GNOME, or the (renamed and spun off from rpm) libpopt package. All versions of Fedora and CentOS suffer from the symbol ambiguity, and only coordination behind the scenes and essentially a frozen API in POPT has prevented some very mysterious Heisenbug's.

If FL/OSS development has progressed to the point that the POPT  copy in GNOME is preferred over the libpopt original, then it's very much time to rebundle a copy of POPT into RPM.
