[Rpm-maint] [rpm-software-management/rpm] Skip showing empty Relocations line in rpm -qi (#532)

Various other tags (Bugurl, etc) are shown conditionally, so I don't see why this should not be.

I'd love to see the same change for Group, but afaics, current syntax does not allow conditional expansion based on value.
