[Rpm-maint] [rpm-software-management/rpm] RPM -V lacks support for place holder packages or wildcards (#451)

Rpm is a low-level tool that does exactly what it's told, not what the user might have wanted instead, like mlschroe notes such things belong to higher level (possibly distro specific) tools.
The main point for leaving this open is to make the existing wild-card support more discoverable - in other words: document it. AFAICS there's zero mention of the tag=glob query selector in the manual...

Oh and note that rpm -V verifies more than just files, so it's a perfectly sensible operation to do on meta-packages as well.
