And to partially answer why MD2/RIPEMD were implemented:

MD2 as one of the first digests used is (or was) universally available in all backends (including gpg)

RIPEMD has (or had) usage cases in *BSD systems, and in Europe, with OS/continental chauvinistic attachment to the algorithm. It was easier to add RIPEMD than it is/was to discuss the One True/Best Algorithm to use.

Times have changed, but ECDSA and SHA3 will surely follow the same historical trajectory somewhen.
