[Rpm-maint] [rpm-software-management/rpm] Add %optional tag (#417)

Generally, this looks pretty good. From my understanding of this, this is a build-time variant of the `%missingok` attribute used for marking files as installed, but okay to be missing on uninstall? That is, it's okay if the file is missing during package build.

It'd be great if you could add a test or two for this feature. See https://github.com/rpm-software-management/rpm/tree/master/tests for example tests.
