[Rpm-maint] [rpm-software-management/rpm] Add %optional tag (#417)

@berolinux: up streamed @rpm5.org just means that I was too busy fixing other "wild hacking" bugs at OpenMandriva to pay attention to a checkin that I would have rejected.

Again: would you like to state some reasonable usage case for %optional that I have not already supplied contrarian counter examples? I' m all ears ...
