[Rpm-maint] [rpm-software-management/rpm] Add support for sorting caret ('^') higher than base version and other fixes (#597)

There are tons of places that deal with version comparison that need fixing up to not break with caret addition, e.g. gnome-software, appstream-glib etc. We'll get those updated, but please don't rush this change into stable Fedora branches as this change has a possibility of breaking updates through gnome-software and cause other issues.
