[Rpm-maint] [rpm-software-management/rpm] Add support for sorting caret ('^') higher than base version and other fixes (#597)

@kalev unfortunately we need this change in stable branches before we can use it in Rawhide. Doesn't mean we allow that to be used before a certain point, but we still need it there.
