[Rpm-maint] [rpm-software-management/rpm] Try to continue despite missing %include files on forced spec parse (#684)

That GH ticket is not what this is about, really. This is not about disabling %include, as they will be processed if present. It's just about *trying* to continue despite missing ones (and in this case the result will be unreliable, but with a warning)
