[Rpm-maint] [rpm-software-management/rpm] Try to continue despite missing %include files on forced spec parse (#684)

@pmatilai I think my argument about this is that Sources and Patches aren't needed for spec parsing, but stuff wrapped inside of an `%include` is, and in those cases, it does pull the source file for that include. And I think that's a fair compromise for spec parsing.
