[Rpm-maint] [rpm-software-management/rpm] --restore (and --setperms/--setperms etc) do not scope over file states and other specialties (#965)

The existing popt alias demo casing doesn't cut it in the real world where handling things like %ghost and non-default file states (not installed to --nodocs, non-writable fs via %_netsharedpath etc) need to be taken into account.
