[Rpm-maint] [rpm-software-management/rpm] how to use the multi-threaded mode for packaging rpm? (#970)

Hello, I'd like to ask you a very simple question.
I want to known how to use the multi-threaded mode for packaging rpm, I found this [PR](https://github.com/rpm-software-management/rpm/pull/695/commits/0bbac87269271d55d4230343351a2a37d5aedc74#) in this project, and compiled the latest rpm project source code locally. However, It still use a single-core CPU when compiling with rpmbuild. Are there any parameters or methods that can be used for multi-thread packaging?
