[Rpm-maint] [rpm-software-management/rpm] 'rpmbuild -br --nodeps' does not always generate buildreqs.nosrc.rpm (#781)

The manual states that it always writes the buildreqs src rpm, but it doesn't do this if the %generate_buildrequires section does not generate a single requires line.
