[Rpm-maint] [rpm-software-management/rpm] %patchlist behavior is strange if put too high in a spec (#752)

User error.
The %patchlist is a new spec section, you can't put it in the middle of the preamble. In other words, a %patchlist or %sourcelist (just like any other section) marks the end of preamble, and putting preamble tags in there is not going to have the desired outcome any more than trying to put them after %description or %prep, for example.
