[Rpm-maint] Man page translations with po4a

Hello,

there are some translated man pages shipped with the rpm tarball.
After a deeper look into the Github repo, I've seen those have been
translated in a static manner, without using po files.

That's why I've forked the repo [1] to implement a po4a [2] toolchain
to make localization possible using Gettext. This makes it easier for
translators to track changes in the source man pages, and the
translations can be conveniently maintained at Zanata.

Maybe someone could have a look at my changes. Note, nothing is
complete yet, but generating translated man pages already works, and
besides my own German translations I've imported some of the Polish
ones. Some changes to the man pages were needed to make po4a working,
and to get well-polished and translator-friendly po files, I expect
even some more adjustments.
