I'm trying to stay out of this as much as possible, but the arm64 architecture and its reasoning does seem dubious. We do have a similar mess around x86_64 aka amd64 aka ia32e aka emt64t, but those names actually existed in the wild during the early days of the x86 64bit revolution.

I think upstream rpm should never ever *generate* packages with "arm64" as architecture, but having a courtesy compat mapping to it seems mostly harmless. So maybe drop the build side mapping, but leave the other compat mappings in place? That'd be similar to how em64t alias is handled.

Other than that, glad to see progress is being made.
