This is something we categorically don't want in Fedora, it will create a support nightmare where things that might work in Fedora won't work elsewhere, we have explicitly not added this mapping from out outset of aarch64 for that reason and we really don't want it now. If it's something that an end user wishes to do it should be perfectly doable via a macro in /etc/rpm* or similar (note I've not checked how local user macros are handled).
