[Rpm-maint] [rpm-software-management/rpm] Sqlite fixes (#912)

As it always happens, right after pushing I realized the new cache is leaking memory besides being unsafe for multiple databases, so it needed a bit of a revamp. As is often the case, doing the right thing was actually easier than trying to avoid doing it.
