[Rpm-maint] [rpm-software-management/rpm] pythondistdeps: Switch to importlib.metadata (#1317)

@torsava PTAL on the code and possibly run it trough the tests.

I ma not happy that we would need to rething the bootstrap sequence of setuptools/pyparsing/six/packaging but OTOH setutpools indeed bundles all of those.
