[Rpm-maint] [rpm-software-management/rpm] Support enforcing signature check in rpm -V too (#811)

The signature check in verify should be a relatively independent first step in verification, and one that doesn't prevent loading the header because that prevents looking at what may have been modified. Failure should prevent running a %verify scriptlet though.
