[Rpm-maint] [rpm-software-management/rpm] RFE: add sqlite db schema versioning (#1108)

The current sqlite db schema should be considered an initial first version that will evolve over time to some extent. As long as the main Packages table has the header id and header blob, the rest of indexing can be always converted to a new format, but we need some compatibility tracking mechanism for this
