[Rpm-maint] [rpm-software-management/rpm] Require everything in buildroot to be packaged (#994) (#1442)

62% sounds bad, but 5% of Fedora packages does not sound that bad. If there is ~500 rubygem- packages, which are generated by gem2rpm where we are always using `%exclude`, that would reduce the list significantly. Fixing of rubygem- packages could be possibly automated.
