[Rpm-maint] [rpm-software-management/rpm] elfdeps: Generate dependencies on non-executable shared libraries (#1393)

Here you force to generate requires for non-executable files in e.g. /usr/bin or elsewhere, does it make sense?
To my mind it  does make sense to generate requires and provides for non executable `%_libdir/*.so*` because they are not required to be executable to work.
