[Rpm-maint] [rpm-software-management/rpm] __spec_*_shell macros do not work (#1399)

The only place where `%{__spec_build_shell}` is used is the shebang of the build script, but the script is executed by `%__spec_build_cmd`, I think shebang is useless there.
