[Rpm-maint] [rpm-software-management/rpm] option to disable fsync (#1401)

There's a recent [change to add volatile to overlayfs](https://git.kernel.org/pub/scm/linux/kernel/git/torvalds/linux.git/commit/?id=c86243b090bc) which will mostly mitigate this, although overlayfs isn't available to unprivileged code paths right now.

I guess in the end it is easier to just change the kernel rather than trying to patch various userspace projects.
