Fair question, I kinda knowingly ignored the question of manually added precise time stamps, where things get strange in all sorts of ways: a computer could easily add more than one entry per second, so we can end up with multiple entries sharing a timestamp anyway, and shifting the precision timestamps because of this kinda breaks the point of those precision timestamps (at least in some ways, mentioned by @Conan-Kudo)

So I totally agree that needs to be handled somehow, but what that somehow is I don't quite know. My gut feeling says: don't touch precision timestamps, and error out if the precise timestamps (whether adjusted or not) overlap. But that gets us back to the question whether we should allow multiple entries per second?
