[Rpm-maint] [rpm-software-management/rpm] Arrange different timestamp for %changelog entries from the same day (#1511)

The more I think of this :cursing_face: timestamp mess, the more inclined I get to make rpm just ignore the precise timestamps in the changelog, because the free-form timezone is unsupportable, and without that the alleged extra info is as good as useless. The precision timestamp feature is not the kind of innocent programming exercise it was used for (few things in rpm are) and none of us was awake when that went in.
