[Rpm-maint] [rpm-software-management/rpm] rpmbuild should not accept package Name starting with '-' (#1694)

As name is always one things provided by the package, such a name violates rpm's own rule of dependency tokens having to start with an alphanumeric, _ or /, and you can't actually create a dependency on such a package. 

For once, we have a delightfully straightforward and clear-cut bug :sweat_smile:
