[Rpm-announce] RPM 4.10.0 beta1 released

In short, 4.10.0 beta1 is out for testing now. The main changes since 
alpha are:

- Several regressions fixed (the original alpha snapshot was rather 
badly broken really)
- Support for dpkg-style sorting of tilde in versions
- File conflict detection improvements
- Obsoletes handling improvements

I'm not planning for further beta releases but calling it beta1 "just in 
case" as the changes since alpha ended up being more involved than 
expected. Guess I should know better by now :) So in fact, things are 
progressing pretty much as usual for a major release. Unless something 
disastrous happens we should have 4.10.0 final out by the end of May.
