[Rpm-announce] RPM 4.10.3.1 released!

As previously announced [1], shortly after the release of RPM 4.10.3, a 
regression of potential data-loss severity was discovered in it and the 
entire release pulled back for further investigation. As the 4.10.3 
release can in some cases cause data-loss, the tarball will not be 
reintroduced to downloads, instead this release effectively replaces it.

The problems of 4.10.3 are closely related but not equal to those of 
4.11.0. While 4.11.0.1 additionally fixed a long-standing %ghost %config 
erasure quirk explained in [2], that is not included in this release: 
the code-bases differ significantly in their handling of %config files 
and backporting would've required far bigger changes than is comfortable 
for this kind of emergency-fix. In other words, the only thing changed 
here is fix for the regression that 4.10.3 introduced, and test-suite 
cases to verify the behavior.
