Apparently, I was mistaken on createrepo_c's DeltaRPM capabilities. When
DeltaRPM support is enabled, it doesn't actually use libdrpm to make
DeltaRPMs, it seems. It uses /usr/bin/makedeltarpm, which is provided by
the deltarpm package.
