could you be a bit more specific about where there is no rpm? because a
quick google pointed me to http://rpm.pbone.net which has quite a few
php-xml rpms for quite a few distros.

if none of the above rpms work you could use one of their srpms and build
one on your box with rpmbuild, yes.
