More than one topdir in .rpmmacros?

Why do you think you need a topdir per rpm?

Personally I have one rough development environment set up in my home  
directory for initial builds tests etc, and then use mock https://fedoraproject.org/wiki/Extras/MockTricks 
  to build releasable quality rpms.
