rpm installation via the python api using a prefix

We package a physics experiment's s/w as rpms and normally manage it via
apt-get for rpm. One of the reasons for the latter is that installing as
non-root is one of our requirements. However, we would very much like to be
able to use yum as it is the installation tool of our standard OS - RHEL and
derived distributions, first of all, Scientific Linux.
So, having access to the rpm functionality of --prefix, --relocate via
Python bindings (in some future release) would be great for us.
