new official rhel dist macros for rhel5 package builders

So... for all of you that have had to manually generate the macros for your
RHEL5 systems, times have changed :)  Introducing an official rhel
buildsys-macros package now available in you RHEL 5 base channel.

This package provides the /etc/rpms/macros.dist file with the following
contents:
# dist macros.

%rhel 5
%dist .el5
%el5 1


On RHEL6 this file and its macros are provided by the redhat-release
package.
